WordPress.com blog has to be the form of yourblogname.wordpress.com. The one you've shown here is your self-hosted WordPress blog. That is why you can't see API Key because it doesn't come with your self-hosted wordpress blog. If you want to find out more about them, see this post here: Differences Between WordPress.com and WordPress.org

In order to get your API Key, you need to sign up for a WordPress.com account and it is Free. Then you can find your API Key from your profile and use it to activate Akismet plugin in your self-hosted WordPress blog. Hope that helps!

Go to sign up an account from WordPress.com, and you'll get one in mail. Then use it for your WordPress.org blog.
